Apoio dos residentes ao desporto motorizado em circuitos citadinos: o caso do WTCC em Vila Real

Ao longo das últimas décadas tem-se assistido a um aumento do número de investigações no âmbito das perceções dos residentes quanto aos impactos gerados pelos eventos turísticos e desportivos. Tal deve-se ao reconhecimento dos residentes como stakeholders capazes de influenciar a sustentabilidade dos eventos. A realização das corridas de WTCC em Vila Real afeta o quotidiano dos residentes ao longo de vários meses. Apesar de os diversos obstáculos provocados pelas corridas citadinas, observa-se que estas se entrelaçam com a história da cidade de Vila Real e fazem parte da memória dos seus habitantes. Considerando que este evento desportivo se realiza dentro desta cidade transmontana, numa das principais vias de circulação, provocando vários tipos de constrangimentos, esta investigação pretende averiguar aspetos cognitivos, afetivos e comportamentais dos residentes relativamente à realização deste evento desportivo. Com base na teoria da troca social e no modelo dos múltiplos pontos de apego, analisa-se a influência das crenças sobre os benefícios e custos do evento e sobre o desempenho do governo local, mas também dos aspetos emocionais envolvidos no apego à cidade, apego ao circuito e apego ao governo local. Dá-se particular atenção ao efeito do envolvimento dos residentes nas corridas automobilísticas, colocando-o no centro do modelo conceptual e averiguando a sua influência nas crenças, na atitude instrumental e no próprio apoio comportamental. Os resultados mostram que os respondentes têm uma atitude positiva relativamente à realização deste evento, considerando que os constrangimentos implicados pela sua realização são mais do que compensados pelos benefícios que traz à cidade. Globalmente, o envolvimento com o desporto automóvel revela-se uma variável crítica na predição do apoio comportamental, quer diretamente, quer indiretamente, através da influência que exerce sobre as crenças. Os apegos também têm efeitos positivos, mas mais comedidos. Dos resultados pode inferir-se que o envolvimento com a atividade de lazer que justifica o evento é uma variável muito importante para o apoio dos residentes à realização do evento. O envolvimento tem sido muito estudado em pesquisas sobre práticas de lazer e os apegos ao lugar que resultam dessas práticas, mas não costuma ser incluído em estudos sobre o apoio dos residentes à realização de eventos. Os resultados aqui apresentados sugerem que este tipo de estudos deve incluir esta variável. Apesar de não ter sido possível comprovar uma ligação direta entre a confiança no governo local e o apoio dos residentes, verifica-se que aquela permanece pertinente visto influenciar diretamente a perceção dos benefícios e dos custos. Tendo em atenção que há residentes que gostam que se realize as corridas, mas que não mostram interesse em participar, aconselha-se o executivo municipal a encontrar formas de estimular a participação destes residentes, considerando a relevância comprovada do envolvimento em todo este processo.
Over the last decades it has been noticed an increasing number of studies regarding the residents’ perceptions of the events’ impacts. This is related with the increasing acknowledgement of residents as important stakeholders capable of influencing the sustainability of these events. The hosting of WTCC in Vila Real impacts the daily life of dwellers during several months. In spite of the different types of constraints, there is an historical relationship between the city and motorsport, deeply in the memory of the people. Having in mind that this sport event is organized in one of the main streets, causing annoyances such as traffic congestions, this research aims to examine the residents’ cognitive, affective and behavioural components of attitudes about hosting this event. Using the social exchange theory and the points of attachment, it was investigated how beliefs about event’s benefits and costs and about the political performance, as well as attachment to the city, the track, and local government, may influence residents’ support to the event. Special attention was given to the role of residents’ involvement in car racing by placing it in the centre of the conceptual model and analysing its influence on the beliefs, instrumental attitude, and on the behavioural support. The results show that the respondents have a positive attitude about hosting the event, as the obstacles it creates are outweighed by its benefits for the city. Nonetheless, the attitude does not completely translate to behavioural support since there are residents that are pleased with the continuation of the event, but do not show a clear intention about participating in it. In general, the involvement on motorsport manifests as an important variable capable to predict the behavioural support, directly and indirectly, using its influence on the beliefs. The points of attachment also have positive effects, although less significant. It can be concluded that the involvement with the leisure activity is a crucial variable for the residents’ support of the event. The involvement has been used in studies about the leisure practices and the resulting place attachment, but not in research regarding the residents’ support. The results suggest that this type of studies should include this variable. Even though it was not possible to prove the direct relationship between trust in the local government and residents’ support, its importance is confirmed, given the direct influence to the perception of benefits and costs. It should be mentioned that trust is influenced by political performance, which means that indirectly the performance of the government influences residents’ perceptions. Having in mind that there are residents enjoying hosting the race but unwilling to participate, it is suggested to the local government to find ways to stimulate these residents, considering the confirmed relevance of the involvement in the whole process.
