Instrumentalidades da ativação sociolaboral dos desempregados mais velhos: perspetiva do Serviço Social

O desemprego tem permanecido na arena política e científica, tornando-se um amplo campo de investigação, quer sob a ótica político-económica, quer sob a ótica psicossocial e da gestão institucional. As transformações do mundo do trabalho têm desafiado a política e os profissionais a mutações nos modelos de inserção socio laboral para desempregados. As barreiras à inserção laboral de desempregados são ainda mais evidentes em desempregados mais velhos. A pratica profissional do Assistente Social está desafiada a mobilizar dimensões importantes esclarecidas na literatura por vários autores, entre os quais Amaro (2015), Gonçalves (2018) e Carvalho (2016), desde as dimensões profissionais teórico-metodológica, técnicooperativa e ético política, às dimensões que se relacionam com a finalidade da prática de inserção socio-profissional e da cidadania Hespanha (2008). O objeto de estudo são os modelos inserção e mediação utilizados pelos Assistentes Social na gestão dos desempregados com mais de 55 anos. Estabelecemos como unidade de análise Assistente Sociais inseridos profissionalmente nesta área, de modo a identificar e explanar modelos formais utilizados e estratégias técnico-operativas, ético-políticas, managerialistas e subjetivantes, a que os profissionais recorreram para mobilizar medidas de apoio e perspetivar a inserção laboral de desempregados mais velhos. Optou-se pelo método qualitativo, mobilizando técnicas de entrevista e de observação participante, para além da pesquisa bibliográfica, partindo da perspetiva do técnico e da minha perspetiva, para perspetivarmos similitudes de visões, de políticas implementadas e de estratégias de intervenção. Ao longo da investigação e análise dos respetivos dados, verificamos que os modelos existentes não correspondem às reais necessidades dos grupos de desempregados com idade igual ou superior a 55 anos. As práticas de mediação organizacional para a construção de modelos alternativos não estão muito presentes, acresce a tendência em promover ações mecanizadas muito suportadas nas recomendações e mecanismos formais, em detrimento de ações marcadas pela especificidade e pela reflexão interprofissional conjunta.
Unemployment has remained in the political and scientific arena, becoming a broad field of research, both from a political and economic perspective, and from a psychosocial and institutional management perspective. The transformations of the world of work have challenged politics and professionals to changes in the models of socio-labor insertion for the unemployed. Barriers to the employment of the unemployed are even more evident in unemployed people with an older age profile. In this context, the professional practice of the Social Worker is challenged to mobilize important dimensions clarified in the literature by several authors, including Amaro (2015), Gonçalves (2018), Carvalho (2016), Hespanha (2008), being the theoretical-methodological, technical-operative dimension and finally the political ethical dimension. It is the union of these dimensions that contributes to the identity of the Social Work profession. The object of study is the insertion and mediation models used by social workers in the management of these unemployed. We establish as a social assistant analysis unit professionally inserted in this area, in order to identify and explain formal models used and technical-operative, ethical-political, managerialist and subjective strategies, which professionals use to mobilize support measures and prospect the labor insertion of older unemployed. We opted for the qualitative method, mobilizing interview and participant observation techniques, in addition to bibliographic research, starting from the perspective of the technician and from my perspective, to look at the similitudes of visions, implemented policies and intervention strategies. Throughout the research and analysis of their data, we found that the existing models do not correspond to the actual needs of the groups in particular of the unemployed aged 55 and over. Following these conclusions, we verified that organizational mediation practices are not very present, leaving no room for reflection of conducts and forms of action, promoting mechanized actions instead of differentiated actions marked by the joint reflection of the problems presented.
