Percepção dos técnicos relativamente às decisões tomadas pelas CPCJ e pelos tribunais em relação a crianças e jovens em perigo

O presente trabalho tem como objectivo analisar a percepção dos Técnicos envolvidos no processo de promoção e protecção de crianças em perigo em relação às decisões tomadas pelos Tribunais e pelas CPCJ, em relação às mesmas. Este estudo apresenta-se como pertinente uma vez que importa perceber de que modo os relatórios sociais e psicológicos elaborados pelos técnicos envolvidos no Processo de Promoção e Protecção de crianças influenciam as medidas decretadas pelos Tribunais e pelas Comissões de Protecção de Crianças e Jovens. Pretende, ainda conhecer o grau de concordância dos técnicos com as mesmas. No presente estudo utilizou-se uma análise quantitativa baseada nos resultados obtidos através de 198 questionários. Os resultados deste estudo demonstram que não há diferenças significativas nas opiniões dos técnicos sobre as decisões tomadas pelas CPCJ e pelos Tribunais em relação a crianças e jovens em perigo, de acordo com o tempo de serviço. Observando o parâmetro função que exercem, encontraram-se diferenças estatisticamente significativas entre os grupos em estudo. No entanto encontraram-se diferenças significativas quando se observou o parâmetro “instituição em que trabalha”, sendo os membros das CPCJ quem maiores divergências apresentou. A grande maior parte dos inquiridos defenderam o acolhimento familiar e as medidas em meio natural de vida como as mais benéficas para crianças e jovens em perigo.
The purpose of the present study is the analysis of the perception felt by the experts about the measures decreted by the Courts and the CPCJ in cases of children and youth in danger. This is a relevant study once it is important to understand how social and psychological reports, prepared by the experts involved in the promotion and protection of children, influence the measures ordered by the Courts and the CPCJ to protect children and youth in danger. It also intends to meet the technical level of agreement with them. In the present investigation quantitative analysis was used, based on the information obtained from 198 questionnaires. The study results show that there are no significant differences in opinions on the technical decisions taken by CPCJ and the courts in relation to children and young people in danger, according to the length of service. Observing the parameter function they perform, we found statistically significant differences in the study groups. However significant differences were observed when the parameter "institution of work", and members of CPCJ had major differences. The most part of respondents said they supported the foster care and measures in a natural way of life were the most beneficial for children and young people in danger.
