A relação entre o planejamento estratégico e a eficácia organizacional em instituições públicas: o caso dos Institutos Federais de Educação, Ciência e Tecnologia no Brasil

Nos últimos anos, alguns estudos têm sido realizados no sentido de avaliar a importância do planejamento estratégico para uma maior eficácia organizacional das Instituições Públicas. Entretanto, carecem ainda de pesquisas informações sobre a importância da implantação do Planejamento Estratégico nas Instituições Pública de Ensino, em especial, nos Institutos Federais de Educação, Ciência e Tecnologia, criados no final de 2008, no Brasil. Diante disto, o objetivo central desta pesquisa foi analisar se a utilização do planejamento estratégico nos campi dos Institutos Federais de Educação, Ciência e Tecnologia no Brasil pode contribuir para que os mesmos tenham um aumento em sua eficácia organizacional. Desta forma, inicialmente, fez-se um levantamento bibliográfico sobre os temas eficácia organizacional e planejamento estratégico. O levantamento bibliográfico a respeito do Planejamento Estratégico revelou a quase inexistência de trabalhos de investigação deste assunto no que concerne aos Institutos Federais. Após a caracterização do objeto de estudo, por meio da literatura que trata dos recém-criados Institutos Federais, optou-se, a seguir, por fazer um questionário aplicado diretamente aos Diretores-Gerais dos campi dessas Instituições, com as seguintes finalidades: analisar o conhecimento e a utilização da ferramenta de gestão do Planejamento Estratégico; identificar como o Planejamento Estratégico foi implementado nos campi que já fazem uso do mesmo; examinar a importância da elaboração e implementação adequada do Planejamento Estratégico como ferramenta de gestão e, por último, examinar a relação entre eficácia organizacional e a adoção do planejamento estratégico por essas Instituições. Analisados os resultados da pesquisa e, portanto, com base nos resultados alcançados neste estudo, demonstrou-se a viabilidade da utilização do planejamento estratégico nos campi dos Institutos Federais de Educação, Ciência e Tecnologia no Brasil como uma ferramenta de gestão que contribui para o aumento na eficácia organizacional dos mesmos, muito embora, a literatura existente não demonstra evidências empíricas que dêem suporte à relação entre o sucesso da organização e a adoção do Planejamento Estratégico. Pretende-se, assim, que este trabalho, mesmo com as suas limitações, ao propor a utilização e implementação adequada do planejamento estratégico nos Institutos Federais, possa servir de subsídio para a gestão desses Institutos e, também, como referencial para outras Instituições do género.
In recent years, some studies have been conducted to assess the importance of strategic planning for greater organizational effectiveness of public institutions. However, research still lack information about the importance of the implementation of the Strategic Planning in Public Education Institutions, in particular the Federal Education, Science and Technology, created in late 2008 in Brazil. Given this, the objective of this research was to analyze the use of strategic planning on the campuses of the Federal Institutes of Education, Science and Technology in Brazil can help as they have an increase in their organizational effectiveness. Thus, initially, it was a literature on organizational effectiveness issues and strategic planning. The literature regarding the Strategic Planning revealed the almost complete lack of research regarding this matter to the Federal Institutes. After characterization of the object of study, through literature that deals with the newly created Federal Institutes, it was decided, then, to do a questionnaire directly to the Directors-General of the campuses of these institutions, for the following purposes: to analyze the knowledge and use of the management tool of Strategic Planning; identify as Strategic Planning was implemented on campuses that already make use of it; examine the importance of proper preparation and implementation of strategic planning as a management tool and, finally, examine the relationship between organizational effectiveness and adoption of strategic planning by these institutions. Analyzed search results and therefore based on the results achieved in this study demonstrated the feasibility of the use of strategic planning on the campuses of the Federal Institutes of Education, Science and Technology in Brazil as a management tool that helps increase in organizational effectiveness thereof, even though the literature existing empirical evidence does not demonstrate that support the relationship between the organization's success and adoption of the Strategic Plan. It is intended, therefore, that this work, even with its limitations, by proposing the use and proper implementation of strategic planning at the Federal Institutes, can serve as input to the management of these institutes and also as a benchmark for other institutions of its kind.
