A região de Trás-os-Montes e Alto Douro não dispõe presentemente de soluções adequadas para os Resíduos de Construção e Demolição (RCD), sendo estes frequentemente depositados clandestinamente na paisagem. Esta situação causa detrimento da qualidade ambiental e da paisagem com consequências na degradação geral do ambiente desta região. A presente dissertação tem como objectivo estudar a gestão dos Resíduos de Construção e Demolição (RCD) na região de Trás-os-Montes e Alto Douro e apresentar as localizações económico-ambientalmente mais adequadas para a instalação de Aterros de RCD nesta região. Através de pesquisa bibliográfica foi possível fazer-se uma caracterização dos RCD e os seus impactes no meio ambiente. Referenciou-se os bons exemplos de gestão por parte de outros países da Zona Euro. Fez-se uma recolha de informações quanto ao enquadramento legal existente em Portugal, e por último, um diagnóstico mais aprofundado sobre a situação actual em Trás-os-Montes e Alto Douro no que toca a gestão dos RCD. Foi possível através deste estudo fazer-se a caracterização do parque habitacional da região, o tipo de gestão por parte das empresas de construção, assim como, uma estimativa da quantificação dos RCD produzidos em cada concelho da região. Projectou-se a sua quantificação até 2020, e por fim, apresentaram-se vários cenários possíveis no estudo da localização de Aterros de RCD em Trás-os-Montes e Alto Douro. Concluiu-se que o Cenário 8 é aquele que apresenta a melhor solução para a localização dos Aterros de RCD. Os capítulos que compõem o presente trabalho oferecem uma visão integrada de como realizar um diagnóstico da situação dos RCD nos concelhos da região de Trás-os-Montes e Alto Douro, visando a sua gestão e produção, servindo de exemplo para outras regiões do país. Tratando-se assim de uma contribuição para o estudo dos RCD em Portugal.
The region of Trás-os-Montes and Alto Douro currently lacks appropriate solutions for the Construction and Demolition Waste (CDW), which are often illegally deposited in the landscape. This causes the expense of environmental quality and landscape with a general deterioration of the environment in this region. This dissertation aims to study the management of Construction and Demolition Waste (CDW) in the region of Trás-os-Montes and Alto Douro and the locations provide more economic and environmentally suitable for the installation of landfill of CDW in the region. Through literature search was possible to make a characterization of the CDW and its impact on the environment. Referenced are good examples of management from other countries in the Eurozone. There was a collection of information about the legal framework existing in Portugal, and finally, a further diagnosis on the current situation in Trás-os-Montes and Alto Douro regarding the management of CDW. It was possible to do through this study is to characterize the housing stock in the region, the type of management by the construction companies, as well as an estimate of the amount of CDW produced in each county in the region. Projected to its quantification by 2020, and finally showed up several possible scenarios in the study of the location of landfills in CDW in Trás-os-Montes and Alto Douro. It was concluded that 8 is the scenario that presents the best solution for the location of the reclaimed CDW. The chapters that comprise this work provide an integrated vision of how to perform a diagnosis of the situation of the CDW in the counties of the region of Trás-os-Montes and Alto Douro, to its management and production, serving as an example for other regions of the country. This means a contribution to the study of the CDW in Portugal.
