Resumo
Este presente documento assenta na crucial importância que o sector da
construção civil representa, com um vasto conjunto de actividades com características
únicas, envolvendo assim riscos específicos que importa prevenir, eliminando-os na
origem ou minimizando os seus efeitos.
O Decreto-Lei n.º 273/2003 de 29 de Outubro de 2003, procede à revisão da
regulamentação relativa às condições de segurança e saúde no trabalho nos estaleiros
temporários ou móveis. Com esta directiva surge um documento de planificação da
segurança na fase de projecto e de obra. O plano de segurança e saúde deve conter todas
as informações e indicações relevantes em matéria de segurança e saúde, que sejam
necessárias para a redução da ocorrência de acidentes e também para a protecção da
saúde dos trabalhadores. Assim, devem prever-se medidas de prevenção destinadas a
minimizar o risco na elaboração das tarefas e as medidas de protecção colectiva e
individual a utilizar. Este estudo apresenta também as obrigações do coordenador de
segurança na fase de projecto e obra.
As barragens são obras de grande complexidade que requerem uma coordenação
de segurança e saúde muito específica de forma a prevenir riscos profissionais inerentes
a este tipo de obras.
Dadas as obrigações do coordenador de segurança e atendendo às características
do tipo de obra, torna-se pertinente a realização de um trabalho de investigação que faça
referência à actividade do coordenador de segurança em obras de barragens, de forma a
averiguar quais as suas especificidades para obras muitos específicas e cada vez menos
comuns no dia-a-dia como são as barragens.
This present document is based on the crucial importance of the construction sector represents, with a wide range of activities with unique characteristics, thus involving specific risks that must be prevented by eliminating them at the source, or minimizing their effects. The Decree-Law n.º 273/2003 of 29 of October of 2003, review the regulations relating to safety and health at work at temporary or mobile construction sites. With this directive, there is a planning document security at the project and work phases. The health and safety plan should contain all relevant information and indications on safety and health matter, which are necessary to reduce the occurrence of accidents and to protect the health of workers. Thus, there should be preventive measures aimed at minimizing the risk in the elaboration tasks and measures to protect the workers collective and individual. This study also presents the obligations of the security coordinator in the project and work phases. Dams constructions are of great complexity that require coordination of health and safety very specific to prevent occupational risks inherent in this type of construction. Because of the obligations of the security coordinator and the characteristics of the type of construction, it’s appropriate to conduct a research work that refers to the activity of the security coordinator in works of dams, in order to ascertain their specificity for many specific constructions, such as dams, and less common in day-today.
