This research work intends to show that the rehabilitation process of dwellings using natural and local building materials such as timber and stone may be much more environmental friendly than using industrial building materials as reinforced concrete, steel, aluminum, among others. The main advantages of firstly, choosing the rehabilitation and secondly, choosing natural and local building materials are the reduction of the incorporated energy and the reuse of an already urbanized geographical area. The first stage of this research work was focused on the analysis of the licensing processes approved in the Municipality of Moimenta da Beira, Portugal, during 2001 and 2008. The building dynamics were studied during this period of time. It was verified that there is a growing tendency of the numbers of reconstruction processes. In terms of verifying the relevance of the sustainable rehabilitation solution it was considered a traditional Portuguese dwelling having a topology T3 as reference. Based on this study it was concluded that the proposed sustainable rehabilitation solution is much more environmental friendly when compared with the traditional rehabilitation solution (which uses reinforced concrete, brick masonries walls). However, it also presents slightly expensive if the environmental cost is not included. Through this research work and in the Municipality context, it is recommended that should be taken measures which stimulate the application of natural and local building materials, which are simultaneously traditional, in the rehabilitation processes of the Portuguese dwellings. These measures will greatly contribute for an much more sustainable urban planning.
