Vivemos hoje na “Era da informação digital”, tal levando a pressupor que a informação esteja acessível a todos e disponível a qualquer hora e em qualquer lugar. No entanto, a realidade é muitas vezes diferente. Nos municípios Portugueses, por exemplo, continuam a existir várias dificuldades na troca de informação com os munícipes, aos mais diversos níveis e vertentes de atuação. Os municípios Portugueses continuam a encontrar diversos obstáculos na sua afirmação através da inovação e da capacidade de atração de cidadãos ativos e participativos. Neste contexto, os sistemas CRM (Customer Relationship Management) podem fazer a diferença, integrando funções e processos fundamentais na interação da organização com os cidadãos. Não obstante alguns municípios Portugueses já possuírem sistemas CRM implementados, a realidade é que a grande maioria ainda não os possui. Verifica-se que os municípios que adotaram sistemas CRM conseguiram melhorar o grau de relacionamento com os cidadãos e tornaram a informação mais disponível. Passou a existir também uma maior interação entre os cidadãos e as organizações, bem como uma maior interoperabilidade com outros sistemas existentes no Município. Tal traduziu-se no aumento da confiança dos munícipes nos serviços municipais, na melhoria da satisfação global dos cidadãos, na melhoria dos processos internos, e no aumento da produtividade, entre outros benefícios. Um elemento fundamental para o sucesso da adoção de sistemas CRM pelos municípios é a existência de modelos que sirvam de guia e orientação para a implementação deste tipo de sistemas. Na presente tese propõe-se um novo modelo de fatores influenciadores do sucesso da adoção de CRM, com vista a promover e facilitar a adoção de sistemas CRM nos municípios e a potenciar o seu sucesso. A metodologia de investigação utilizada, Design Science Research, conduziu à formalização de um conjunto de fatores que influenciam o sucesso do CRM nas fases da pré-adoção, adoção e pós-adoção. Também foi possível caraterizar cada um dos fatores identificados, concretizando um modelo para apoiar a adoção e implementação de sistemas CRM em municípios.
Nowadays we live in the “Era of digital information”, this leads to the assumption that information is accessible to everyone and available at any time and any place. However, we find that in real life that is often quite different. In Portuguese municipalities, for example, there continue to exist several difficulties concerning the exchange of information with its citizens, at the most diverse levels and aspects of action. The Portuguese municipalities continue to encounter several obstacles in their affirmation through innovation and the means to atract active and participative citizens. Thus, the systems CRM (Customer Relationship Management) can make a difference, by integrating duties and core procedures in the interaction of the organization with their citizens. Although some Portuguese municipalities already have implemented CRM systems, most of them still don’t possess them. It turns out that those which have adopted CRM systems have reached a better degree of relation with their citizens, and made the information more available. It was also noticed a better interaction between citizens and organizations, as well as a greater interaction with other existing systems in the municipality. This was reflected in the increase of the confidence and satisfaction of citizens in municipal services, in the improvement of internal processes and in the increasing of productivity, among other benefits. A key element for the success in the adoption of the CRM systems by the municipalities is the existence of models that guide and advice the implementation of this type of systems. The present thesis proposes a new model of factors that will influence the success of CRM adoption, in order to promote and facilitate the adoption of CRM systems in municipalities and to enhance their success. The research methodology used, Design Science Research, led to the formalization of a set of factors that influence the success of the CRM in the stages of pre-adoption, adoption and post-adoption. It was also possible to characterize each of the identified factors, materializing a model to support the adoption and implementation of CRM systems in municipalities.
