Verificação e validação de métodos de qualidade e segurança alimentar em diferentes IPSS´s

Os estabelecimentos de restauração social, IPSS´s, estão associados ao fornecimento de um grande número de refeições, pelo que a preocupação com os aspetos de segurança alimentar não devem ser ignorados, pelo contrário, devem ter um papel de particular importância, pois o público-alvo é um grupo de risco, os idosos. Neste contexto é importante a aplicação dos sistemas de auto-controlo baseado nos 7 princípios do HACCP, caracterizados por uma aplicação metódica e sistemática de ciência e tecnologia para o planeamento, controlo e documentação na produção de alimentos seguros. O conceito básico destacado pelo HACCP é a prevenção ao longo da produção e não o controlo do produto acabado. Mas antes da implementação deste sistema a qualquer estabelecimento, é necessário que se cumpram todos os prérequisitos. Estes, constituem a base sólida para a aplicação eficaz do sistema, controlando os perigos associados à envolvente da unidade de restauração. No nosso trabalho prático para avaliar se os sistemas de segurança alimentar implementados estavam a ser cumpridos ou não, recorremos ao 6º Princípio do Sistema HACCP – a verificação. Esta é caracterizada pela aplicação de métodos, procedimentos, testes, recolha de amostras bromatológicas e auditorias para avaliar o cumprimento do plano HACCP. A auditoria é o melhor método de verificação, pois é um processo sistemático independente com o objetivo de identificar as possíveis falhas, assim como da sugestão de ações corretivas tendo em conta a melhoria contínua do sistema. O presente trabalho teve como principal objetivo verificar as consequências da nossa presença e ação como técnico de segurança alimentar nestas IPSS´s. Como tal, recorremos à realização de auditorias (4) com auxílio de uma checklist semiquantitativa, aplicação de formação aos manipuladores de alimentos, recolha de amostras de alimentos (32), superfícies (72) e mãos de manipuladores (24). Como resultados, comprovamos que houve uma evolução acentuada na IPSS 1 da auditoria inicial (83,89%) para a final (98%) e na IPSS 2 de (63,4%) para (94,1%), em ambas houve progresso, mas mais acetuado na instituição 2. Em termos das não conformidades que permaneceram na auditoria final são todas relacionadas com a concessão do edifício, em termos de atitudes e comportamentes alteraram-se de forma positiva, realçando também assim o efeito positivo da formação. Em relação à formação, na primeira avaliação a média foi de 55.95% e na segunda foi de 83,85%, verificando-se assim um aumento de conhecimentos no que respeita à higiene e segurança alimentar. Neste ponto, as classificações são muito semelhantes.Nestes dois objetivos qualitativos concluímos que a IPSS 1 reúne melhores condições em termos de boas práticas de higiene, instalações, qualidade e nível de conhecimentos adquiridos ao nível da formação. Através das análises a amostras de alimentos observámos a existência de diferenças entre as duas instituições, apresentando em termos globais a IPSS 2 menores teores microbianos. Refira-se contudo que apenas relativamente à contagem de bolores e leveduras os valores eram significativamente diferentes dos apresentados na IPSS1. Relativamente ao tipo de refeição, as refeições frias, como saladas, apresentaram maior teor microbiano do que as refeições que sofrem algum tratamento térmico, apresentando valores significativamente maiores para os mesófilos e enterobacteriaceas relativamente aos restantes microrganismos contabilizados. Assim sendo, conclui-se também que para avaliarmos um estabelecimento de restauração e bebidas devem ser tidos em conta ods resultados relativos ao nível de contaminação microbiológica quer de superfícies quer de alimentos, os resultados de auditoria e a avaliação do nível de formação. É de realçar que a auditoria, como sistema de verificação e de melhoria continua e a formação como um dos pré-requisitos mais indispensáveis do sistema HACCP são cruciais para a produção de refeições que garantam as cacterísticas de segurança alimentar.
Social catering establishments, IPSS's, are associated with the provision of a large number of meals, so the concern for food safety should not be ignored, but should play a particularly important role, since the public - target is a risk group, the elderly. In this context, it is important to apply self-control systems based on the 7 principles of HACCP, characterized by a methodical and systematic application of science and technology for planning, control and documentation in the production of safe food. The basic concept highlighted by HACCP is prevention throughout production and not control of the finished product. Before the implementation this system to any establishment, it is necessary that all prerequisites are met. These provide the solid foundation for the effective application of the system, controlling the hazards associated with the surroundings of the catering unit. In our practical work to assess whether the food safety systems in place were being complied, we turned to the 6th Principle of the HACCP System - verification. This is characterized by the application of methods, procedures, tests, bromatological sampling and audits to assess compliance with the HACCP plan. The audit is the best method of verification, since it is an independent systematic process with the objective of identifying possible failures, as well as the suggestion of corrective actions taking into account the continuous improvement of the system. The main objective of this study was to verify the consequences of our presence and action as a food safety technician in these IPSS's. As such, we used audits (4) with the help of a semi-quantitative checklist, application of training to food handlers, sampling of foods (32), surfaces (72) and handlers (24). As a result, we verified that there was a marked evolution in IPSS 1 of the initial audit (83.89%) for the final (98%) and IPSS 2 (63.4%) for (94.1%), both progress, but more satisfied in institution 2. In terms of the nonconformities that remained in the final audit are all related to the concession of the building, in terms of attitudes and behaviors have changed in a positive way, thus also highlighting the positive effect of training. Regarding training, in the first evaluation the average was 55.95% and in the second, it was 83.85%, thus verifying an increase in knowledge regarding hygiene and food safety. At this point, the ratings are very similar. In these two qualitative objectives we conclude that IPSS 1 has better conditions in terms of good hygiene practices, facilities, quality and level of knowledge acquired at the level of training. Through the analysis of food samples, we observed the existence of differences between the two institutions, presenting in global terms the IPSS 2 lower microbial contents. It should be noted, however, that only in relation to mold and yeast counts were values significantly different from those reported in IPSS1. Regarding the type of meal, cold meals, such as salads, had a higher microbial content than meals that undergo some heat treatment, presenting significantly higher values for mesophiles and enterobacteriaceas than the other microorganisms counted. Therefore, it is also concluded that in order to evaluate a food and beverage establishment, account should be taken of the results of the microbiological contamination level of both surfaces and food, the results of the audit and the evaluation of the level of training. It should be noted that audit as a system of verification and continuous improvement and training as one of the most indispensable prerequisites of the HACCP system are crucial for the production of meals that guarantee the characteristics of food.
