Resumo
O aumento da eficácia na administração pública não pode dissociar-se da eficiência dos
seus funcionários que por consequência farão refletir as condições das interações com os cidadãos.
Uma forma de reduzir os custos públicos com a administração do estado passa por
motivação dos seus funcionários capacitando-os para a prática de comportamentos de
cidadania no exercício das funções inerentes ao exercício cargo que desempenham na organização.
Um dos maiores paradoxos da vida organizacional reside na coexistência das suas necessidades: estabelecer mecanismos de controlo destinados a assegurar que as pessoas executam os papéis que lhes estão distribuídos (“desempenho do próprio papel”) versus
a de encorajar ações espontâneas e inovadoras que ultrapassem os requisitos inerentes
ao papel (Deckop et al.,1999).
As organizações necessitam da garantia de que por um lado os seus colaboradores não
se imiscuem em atividades que lhes estão vedadas, mas, por outro lado, é-lhes
importante que sejam desenvolvidas atividades não previstas mas de extrema utilidade
para a coesão e funcionamento interno.
Os comportamentos de cidadania podem ser despoletados pela idiossincrasia endógena
a cada individuo ou por uma liderança eficiente.
A motivação é o motor que potencia a capacidade com que os indivíduos desenvolvem
atos de persistência conducentes a atingir os objetivos.
Tendo por base o conjunto de conceitos, acima transcritos, estabeleceu-se como
objetivo principal identificar os níveis de liderança, motivação e comportamentos de
cidadania na administração pública, mais especificamente junto dos funcionários do
Município de Vila Real.
A metodologia utilizada passou pelo desenvolvimento de todo o enquadramento teórico
através dos vários conceitos nas áreas de liderança, motivação e comportamentos de
cidadania nas organizações.
Foi elaborado um questionário onde se pretendeu obter dados conducentes ao seu
tratamento estatístico com recurso ao software SPSS 19.
Ao questionário responderam 36 dos 60 funcionários elegíveis para a investigação o que perfaz 60% de respondentes.
The increase of efficiency in public administration can not be dissociated from the efficiency of their employees who ultimately reflect will show the conditions of interaction with the citizens. One way of reducing public costs with state administration consists of motivating the employees by enabling them to practice behaviour of citizenship during the performance of duties allocated to the position they occupy in the financial organization. One of the greatest paradoxes of organizational life lies in the coexistence of its needs: to establish mechanisms of control designed to assure that people perform their roles ("performance of ones role") versus the encouragement of spontaneous and innovative actions that exceed the requirements inherent to the role (Deckop et al. 1999). The organizations need the assurance that, on the one hand, their employees do not interfere in activities that are sealed to them but, on the other hand, it is important that unpredicted activities are developed but that turn out to be extremely useful for the cohesion and internal functioning of the service. Behaviours of the citizenship can be triggered by the endogenous idiosyncrasy of each individual or by an effective leadership. Motivation is the engine that powers the ability with which individuals develop persistent acts conducive to achieving goals. Based on the above-mentioned set of concepts, we have established as our main objective the identification of levels of leadership, motivation and behaviours of citizenship in public administration, more specifically among employees of the municipality of Vila Real. The methodology used was set upon the development of the whole theoretical framework through various concepts in the areas of leadership, motivation and citizenship behaviors in organizations. A questionnaire was developed from which we intended to obtain information leading to its statistical analysis using the SPSS 19. The questionnaire was answered by 36 out of the 60 employees eligible for research. This made up 60% of respondents.
