A narrativas das famílias e dos jovens sobre o trabalho das equipas técnicas dos lares de infância e juventude na reunificação familiar

Esta Dissertação tem como objetivo conhecer as narrativas das crianças e jovens, bem como das suas famílias, que vivenciaram a separação, a institucionalização e a reunificação familiar. Pretende também perceber, através dessas narrativas, o trabalho desenvolvido pelas equipas técnicas dos Lares de Infância e Juventude, tendo em conta os pressupostos legais e as orientações aportadas pelo Plano Desafios, Oportunidades, Mudanças. O Plano Dom trouxe consigo um novo paradigma de intervenção, numa lógica de trabalho de projeto, numa perspetiva ecológica, que pretendia envolver as famílias das crianças e jovens colocadas em acolhimento institucional na definição dos seus projetos de vida, sempre que possível, com vista à reunificação familiar. Esta nova proposta implicou uma mudança na forma e conteúdo da intervenção nos LIJ, desde a uniformização de procedimentos, ao nível organizacional e burocrático, criando instrumentos passíveis de ser avaliados, mas também ao nível da própria intervenção, obrigando os LIJ a uma maior abertura à comunidade e, sobretudo às famílias, colocando o trabalho técnico não só à disposição das crianças e jovens acolhidas, mas também das suas famílias, envolvendo-as, de forma participada e reflexiva, na definição dos seus projetos de vida. Para atingir o objetivo proposto, recorreu-se ao Estudo de Caso, por se entender que seria a melhor forma de se conseguir compreender as histórias, sentimentos e opiniões inerentes aos sujeitos que melhor nos poderiam auxiliar nesta pesquisa. Através de entrevistas semiestruturadas, e fazendo sempre um paralelo com as orientações da Segurança Social, foi possível obter essa informação, sendo depois interpretada através do Modelo Ecológico, à luz das Teorias da Exclusão Social, dos problemas familiares e dos maus tratos às crianças e jovens. Tendo em conta os resultados obtidos, apresentam-se alguns contributos relativamente à intervenção com crianças e jovens institucionalizados e respetivas famílias, bem como uma reflexão sobre o papel do assistente social nas equipas técnicas dos LIJ, abrindo-se algumas linhas de investigação futuras, para uma melhor compreensão acerca destes fenómenos sociais.
This dissertation aims to know the narratives of children and young people, as well as their families, who experienced separation, followed bu the entrance in care residential homes, and the family reunification. Understanding such narratives, is a way to perceive the work developed by children`s and youth people`s technical teams at residential care homes, and how they take both legal assumptions and guidelines provided bay the Plano Desafios, Oportunidades, Mudança (DOM). The plano DOM brought a new paradigm of intervention, within an ecological perspective. Based in a logico f project work it to involve children and families in a way that they could autonomously define their life projects, whenever possible, towards family reunification. This new way of working implied a change in the form and content of the intervention in the LIJ (children`s home): since the uniformization of procedures, at the organizational and bureaucratic level; the creation of instruments that can be evaluated; but also at the level of the intervention itself, forcing the LIJ to a greater openness to the community and, above all, to families, placing technical work at the disposal of both children and their families, involving them in a participatory and reflexive way in the definition of their life project. In order to achieve the latter objective, we used a Case Study methodology, as i tis the best way to understand the stories, the feelings and opinions inherent to all the subjects who participated en the research. Through semi-structured interviews, and always parallel to the Social Security guidelines, it was possible to collect information, which was later interpreted through the Ecological Model, in the light of Social Exclusion Theories, family problems and abuse of children and young people. The document presents the results obtained regarding intervention with children and young people in care homes, and their families; and also contributes to problematize the role of the social worker in the technical teams of the LIJ, opening investigative lines to a future research of these social phenomena.
